Today, out of an abundance of caution, NOAA has closed 4,213 square miles of Gulf of Mexico federal waters off Louisiana, Mississippi, and Alabama to royal red shrimping. The precautionary measure was taken after a commercial shrimper, having hauled in his catch of the deep water shrimp, discovered tar balls in his net.
Fishing for royal red shrimp is conducted by pulling fishing nets across the bottom of the ocean floor. The tar balls found in the catch may have been entrained in the net as it was dragged along the seafloor.
Other fishing at shallower depths in this area has not turned up any tar balls and is thus not impacted by this closure. The fisherman who reported this catch had trawled for brown shrimp in shallow waters in a different portion of the area to be closed earlier in the day without seeing tar balls...."

St. Petersburg, Russia - China and Russia have decided to renounce the US dollar and resort to using their own currencies for bilateral trade, Premier Wen Jiabao and his Russian counterpart Vladimir Putin announced late on Tuesday.
Chinese experts said the move reflected closer relations between Beijing and Moscow and is not aimed at challenging the dollar, but to protect their domestic economies.
"About trade settlement, we have decided to use our own currencies," Putin said at a joint news conference with Wen in St. Petersburg.
The two countries were accustomed to using other currencies, especially the dollar, for bilateral trade. Since the financial crisis, however, high-ranking officials on both sides began to explore other possibilities.
The yuan has now started trading against the Russian rouble in the Chinese interbank market, while the renminbi will soon be allowed to trade against the rouble in Russia, Putin said….”

Fears of new food crisis as prices soar

The bill for global food imports will top $1,000bn this year for the second time ever, putting the world “dangerously close” to a new food crisis, the United Nations said.
The warning by the UN’s Food and Agriculture Organisation adds to fears about rising inflation in emerging countries from China to India. “Prices are dangerously close to the levels of 2007-08,” said Abdolreza Abbassian, an economist at the FAO.
The FAO painted a worrying outlook in its twice-yearly Food Outlook on Wednesday, warning that the world should “be prepared” for even higher prices next year. It said it was crucial for farmers to “expand substantially” production, particularly of corn and wheat in 2011-12 to meet expected demand and rebuild world reserves….”

Bank of America Is in Deep Trouble, and There May Be Financial Disaster on the Horizon

Will Bank of America be the first Wall Street giant to once again point a gun to its own head, telling us it'll crash and burn and take down the financial system if we don’t pony up for another massive bailout?
When former Treasury Secretary Hank Paulson was handing out trillions to Wall Street, BofA collected $45 billion from the Troubled Asset Relief Program (TARP) to stabilize its balance sheet. It was spun as a success story -- a rebuke of those who urged the banks be put into receivership -- when the behemoth “paid back” the cash last December. But the bank’s stock price has fallen by more than 40 percent since mid-April, and the value of its outstanding stock is currently at around half of what it should be based on its “book value” -- what the company says its holdings are worth.
“The problem for anyone trying to analyze Bank of America’s $2.3 trillion balance sheet,” wrote Bloomberg columnist Jonathan Weil, “is that it’s largely impenetrable.” Nobody really knows the true values of the assets these companies are holding, which has been the case ever since the collapse. But according to Weil, some of BofA’s financial statements “are so delusional that they invite laughter.”
Weil points to the firm’s accounting of its purchase of Countrywide Financial -- the criminal enterprise at the center of the sub-prime securitization market. Bank of America, Weil notes, hasn’t written off Countrywide’s entire value. “In its latest quarterly report with the SEC,” he wrote, “Bank of America said it had determined the asset wasn’t impaired. It might as well be telling the public not to believe any of the numbers on its financial statements.”
With investors valuing BofA at half the worth that the bank claims, it’s one titan of Wall Street that may be on the brink of collapse. But it’s not alone. “Everybody was doing this, this is not just something that Countrywide and Bank of America were doing," legendary investor Jim Rogers told CNBC. As a result, the banks’ balance sheets are "full of rotten stuff" that “is going to be a huge mess for a long time to come.”
And that “rotten stuff” will continue to be a drag on the brick-and-mortar economy until the mess gets cleaned up. Which, in turn, is a powerful argument for a second dip into the public trough….”

Federal Court Hears Arguments Today In ACLU And CCR Case Challenging Administration's Claimed Authority To Assassinate Americans It Designates Threats
WASHINGTON – The Obama administration today argued before a federal court that it should have unreviewable authority to kill Americans the executive branch has unilaterally determined to pose a threat. Government lawyers made that claim in response to a lawsuit brought by the American Civil Liberties Union and the Center for Constitutional Rights (CCR) charging that the administration's asserted targeted killing authority violates the Constitution and international law. The U.S. District Court for the District of Columbia heard arguments from both sides today.
"Not only does the administration claim to have sweeping power to target and kill U.S. citizens anywhere in the world, but it makes the extraordinary claim that the court has no role in reviewing that power or the legal standards that apply," said CCR Staff Attorney Pardiss Kebriaei, who presented arguments in the case. "The Supreme Court has repeatedly rejected the government's claim to an unchecked system of global detention, and the district court should similarly reject the administration's claim here to an unchecked system of global targeted killing." …

Get Ready for the Great MERS Whitewash Bill

The whores in Congress to the rescue! Banksters are not supposed to suffer losses, fines, or jail time......so, let's cook the laws and make them retroactive! Forget ex post facto....
When Congress comes back into session next week, it may consider measures intended to bolster the legal status of a controversial bank owned electronic mortgage registration system that contains three out of every five mortgages in the country.
The system is known as MERS, the acronym for a private company called Mortgage Electronic Registry Systems. Set up by banks in the 1997, MERS is a system for tracking ownership of home loans as they move from mortgage originator through the financial pipeline to the trusts set up when mortgage securities are sold.
The system has come under scrutiny by critics who charge MERS with facilitating slipshod practices. Recently, lawyers have filed lawsuits claiming that banks owe states billions of dollars for mortgage recording fees they avoided by using MERS.
If courts rule against MERS, the damage could be catastrophic. Here’s how the AP tallies up the potential damage:
Assuming each mortgage it tracks had been resold, and re-recorded, just once, MERS would have saved the industry $2.4 billion in recording costs, R.K. Arnold, the firm's chief executive officer, testified in 2009. It's not unusual for a mortgage to be resold a dozen times or more.
The California suit alone could cost MERS $60 billion to $120 billion in damages and penalties from unpaid recording fees.
The liabilities are astronomical because, according to laws in California and many other states, penalties between $5,000 and $10,000 can be imposed each time a recording fee went unpaid. Because the suits are filed as false claims, the law stipulates that the penalties can then be tripled.
Perhaps even more devastatingly, some critics say that sloppiness at MERS—which has just 40 full-time employees—may have botched chain of title for many mortgages. They say that MERS lacks standing to bring foreclosure actions, and the botched chain of title may cast doubts on whether anyone has clear enough ownership of some mortgages to foreclose on a defaulting borrower. The problems with MERS system led JPMorgan Chase CEO Jamie Dimon to stop using MERS for foreclosures in 2008.
Now it appears that Congress may attempt to prevent any MERS meltdown from occurring. MERS is owned by all the biggest banks, and they certainly do not want it to be sunk by huge fines. Investors in mortgage-backed securities also do not want to see the value of their bonds sink because of doubts about the ownership of the underlying mortgages.
So it looks like the stage may be set for Congress to pass a bill that would limit MERS exposure on the recording fee issue and perhaps retroactively legitimate mortgage transfers conducted through MERS private database..."

Although it received very little coverage in the mainstream media, Barack Obama made some comments about globalism during his speech in Mumbai, India that were very eye-opening. As he was discussing the new realities of world trade in 2010, Obama warned against "those who see globalization as a threat" and he spoke of the "integrated world" in which we all now live. But is merging the entire globe into a one world economy, a one world financial system and a one world labor market really the best thing for the American people?
For the past two decades, all U.S. presidents have been heralding the benefits of merging the American economy with the rest of the globe. George Bush Sr., Bill Clinton, George W. Bush and Barack Obama have all steadfastly supported the emerging one world economy. These presidents have each used different terms to describe this process such as "globalism", "globalization", "an integrated world", "the global economy" and even "a New World Order", but they have all meant the same thing. All of these presidents have sought to integrate the United States even more deeply into the developing one world economic system.
Barack Obama showed very clearly how he feels about globalism when he made the following statement during his speech in Mumbai....
"This will keep America on its toes. America is going to have to compete. There is going to be a tug-of-war within the US between those who see globalization as a threat and those who accept we live in a open integrated world, which has challenges and opportunities."
This is something that Barack Obama has obviously thought quite a bit about. In fact, during the same speech he warned that those supporting globalization will need to "guard against" those who would seek to put up barriers to the full integration of the economies of the world....
"If the American people feel that trade is just a one-way street where everybody is selling to the enormous US market but we can never sell what we make anywhere else, then the people of the US will start thinking that this is a bad deal for us and it could end up leading to a more protectionist instinct in both parties, not just among Democrats but also Republicans. So, that we have to guard against."
But in this new "global economy", aren't jobs leaving the United States and heading to developing nations at a blinding pace? Of course, but apparently we are just supposed to shut up and accept this new reality. In fact, Obama says that persistently high unemployment is "a new normal" that we are all just going to have to get used to….”

China flexed its military muscle Monday evening in the skies west of Los Angeles when a Chinese Navy Jin class ballistic missile nuclear submarine, deployed secretly from its underground home base on the south coast of Hainan island, launched an intercontinental ballistic missile from international waters off the southern California coast. WMR’s intelligence sources in Asia, including Japan, say the belief by the military commands in Asia and the intelligence services is that the Chinese decided to demonstrate to the United States its capabilities on the eve of the G-20 Summit in Seoul and the Asia-Pacific Economic Cooperation summit in Tokyo, where President Obama is scheduled to attend during his ten-day trip to Asia.
The reported Chinese missile test off Los Angeles came as a double blow to Obama. The day after the missile firing, China’s leading credit rating agency, Dagong Global Credit Rating, downgraded sovereign debt rating of the United States to A-plus from AA. The missile demonstration coupled with the downgrading of the United States financial grade represents a military and financial show of force by Beijing to Washington….”

When the U.S. Navy deploys a battle fleet on exercises, it takes the security of its aircraft carriers very seriously indeed.
At least a dozen warships provide a physical guard while the technical wizardry of the world's only military superpower offers an invisible shield to detect and deter any intruders.
That is the theory. Or, rather, was the theory.
Uninvited guest: A Chinese Song Class submarine, like the one that sufaced by the U.S.S. Kitty Hawk
American military chiefs have been left dumbstruck by an undetected Chinese submarine popping up at the heart of a recent Pacific exercise and close to the vast U.S.S. Kitty Hawk - a 1,000ft supercarrier with 4,500 personnel on board.
By the time it surfaced the 160ft Song Class diesel-electric attack submarine is understood to have sailed within viable range for launching torpedoes or missiles at the carrier.
According to senior Nato officials the incident caused consternation in the U.S. Navy.
The Americans had no idea China's fast-growing submarine fleet had reached such a level of sophistication, or that it posed such a threat.
One Nato figure said the effect was "as big a shock as the Russians launching Sputnik" - a reference to the Soviet Union's first orbiting satellite in 1957 which marked the start of the space age.

At least a dozen warships provide a physical guard while the technical wizardry of the world's only military superpower offers an invisible shield to detect and deter any intruders.

American military chiefs have been left dumbstruck by an undetected Chinese submarine popping up at the heart of a recent Pacific exercise and close to the vast U.S.S. Kitty Hawk - a 1,000ft supercarrier with 4,500 personnel on board.
By the time it surfaced the 160ft Song Class diesel-electric attack submarine is understood to have sailed within viable range for launching torpedoes or missiles at the carrier.
According to senior Nato officials the incident caused consternation in the U.S. Navy.
The Americans had no idea China's fast-growing submarine fleet had reached such a level of sophistication, or that it posed such a threat.
One Nato figure said the effect was "as big a shock as the Russians launching Sputnik" - a reference to the Soviet Union's first orbiting satellite in 1957 which marked the start of the space age.

In a related move, the White House has created a special task force that is expected to help transform the Commerce Department recommendations into policy, these people said. Men in military uniforms have killed a Catholic priest in North Kivu in the eastern Democratic Republic of Congo.
New details are emerging about the killing of Father Christian Mbusa Bakulene, pastor of Saint Jean-Baptiste de Kanyabayonga, south of Butembo, in the territory of Lubero, in North Kivu, Fides reports.
In the late afternoon of November 8, Father Bakulene was returning to the parish with a friend, carrying some Bibles that he had brought from another parish. On the way back, the motorcycle the priest was traveling on, with his companion, was stopped by an armed man in military uniform.
Before asking for money, which the pastor had none of, the thief asked: “Which of you is the pastor?” Father Bakulene replied, “I am.” After taking the money of the priest’s companion, the gunman fired several shots at Father Bakulene, killing him. …”
